New York City to Enter Phase Four of Re-Opening on Monday

New York Governor Andrew Cuomo and New York City Mayor Bill de Blasio have announced that New York City will enter phase four of the “New York Forward” reopening plan on Monday, July 20.

Phase four builds on previous phases which allowed economic activity in sectors like retail shopping, outdoor dining, and barbershops to resume.

Starting Monday, cultural institutions like zoos as well as botanical gardens can reopen but indoor dining, malls, and movie theaters will remain shuttered in New York City. 

With the continued ban on indoor dining, many restaurant owners face continued peril as they are in their fifth month of not being able to serve customers inside.

Phases four does, however, allow for indoor religious services of up to one third capacity and gatherings of 50 people maximum.
